The TMNT.exe launcher just looks at the system specs and also allows you to change the resolution at which the game launches. Not really much I can change settings wise on there aside from that. Basically, TMNT.exe just verifies specs, resolution, the 'DRM' which is just checking for the game disc, and then launches TMNTGame.exe after. The game seems to TRY to launch but just gives a blank black screen that I can ALT+F4 to exit out of, so there's no actual error message due to a crash or fatal error.

Correct me if I'm wrong, but that's Windows responding to your commands, not the game. Anyhow, here's one suggestion that might work: try downloading a crack for the game. If it works, then it's an issue with the DRM.

Edit: I should have the game somewhere in my closet, I'll see if I can find it and if I have the same issues on Windows 10. Sadly the game is not popular enough to have a PCGW article.
