I've tried checking on the Paper Pro website and open up the online manual, but it just woudln't let me open it; maybe you'll have better luck? My problem is that black metal thing that's connected to the spring of the stapler is not where it should be; it stays in this position so that the spring does not expand at all and I have no idea where I'm supposed to put that black metal thing! I had the same problem as you, wouldn't engage the spring to drive the staples. This could have been a fluke, but I took the removable metal piece out of the bottom (it has the groove that bends the staples), and used it to pry up the black top of the stapler (I'm sure anything that will fit up there will do). It slipped out of my hands after applying a decent amount of pressure, definitely moving the black piece up a little bit, and when I picked it up the spring was reengaged. I DID NOT BREAK THE BLACK TOP OFF, JUST MOVED IT A BIT. I really don't know how I did it, but mine is working again. I can't tell you how far to pry it, but I was trying to break it open so I used a decent amount of pressure.
I figured it would be gone either way, lets break this thing.I see this comment was posted 5 years ago, so I'm sure your not still wasting your time trying to fix a stupid stapler, but for anyone else, I hope this helps. Tell us some more.
